was hit by downtime issues Monday around noon Pacific Time, as sites across the web started reporting issues getting to the service. According to PayPal, which is owned by eBay, the service experienced "site issues" which affected the ability for people to send and receive money. The firm posted an update at 12:40 PT saying most service had been restored, but did not give reasons for the downtime. PayPal has been a regular target of phishing and hacking attempts; it was unclear if the downtime in this case was an internal problem or caused externally.
