Highland Capital, which has offices in Menlo Park as well as Lexington, Mass., said Friday that it has promoted Peter Bell and Richard de Silva to General Partners of the firm. Bell was most recently a Venture Partner at the firm, and serves on the boards of Desktone, ExaGrid Systems and Ocarina Networks. de Silva, who is in Menlo Park, is on the boards of Metacafe, NameMedia and US Search, and was involved in Fastclick, Quigo and Turbine. de Silva has been at Highland since 2003, with Bell since 2006.
